Summary


New Hampshire's primary alternative fuel focus has to date been on biodiesel. New Hampshire offers vehicle and project funding through the state's Clean Cities Coalition.

Legislation regarding AFVs in New Hampshire is sparse, with only a single Executive Order in 2005 calling for idle reduction and fuel conservation, but it did not mention alternative fuels.

State Energy Strategy Development

The New Hampshire Office of Energy Planning, in consultation with the New Hampshire Energy Advisory Council, prepared a 10-year energy strategy for the state. Among other issues, the strategy addresses the impact of transportation policies and programs on electricity energy needs in the state. The recommendations in the strategy include enabling and encouraging adoption of plug-in electric vehicles, and reducing unnecessary idling. Alternative Fuels Taxation Study Commission

The Taxation of Alternative Fuel and Electric-Powered Vehicles Commission (Commission) was established to study and report findings and recommendations to ensure hybrid electric, alternative fuel, and electric motor vehicles equitably contribute revenue to maintain the state's highways and bridges. The Commission must submit a report of its findings to state officials by November 1, 2013. (Reference House Bill 1144, 2012, and New Hampshire Revised Statutes 21-J:47) - NOTE: Jan. 2013 - This statute was repealed after the commission presented its findings.

Alternative Fuel Dealer License

Beginning January 1, 2015, any person who sells natural gas and propane on which the road tax has not been paid and who is not licensed and bonded must become licensed through the New Hampshire Department of Safety. The alternative fuel dealer must collect and remit road taxes and will be subject to a penalty for noncompliance. Failure to obtain a license and demonstrate compliance may result in fines and loss of the license, respectively. Alternative Fuels Road Tax

Beginning January 1, 2015, alternative fuels including, but not limited to, natural gas or propane sold by a licensed alternative fuel dealer and used in on-road vehicles is subject to a $0.18 per gallon equivalent road tax. The New Hampshire Department of Safety will define rules for the applicable conversion rates for natural gas and propane based on nationally recognized standards for weights and measures. Certain exemptions apply, including sales to government entities, between duly licensed distributors, and sales of exported motor fuel. For taxation purposes, electricity is not considered an alternative fuel. HB-1568
Requires owners of alternative fuel vehicles including natural gas, electric, and propane, to prepay a road toll fee assessment. The road toll is collected by requiring that operators of these vehicles must pay twice us much to register vehicles. Effective date is July 1, 2016. Reference - HB1568 Bill History, Reference - HB460 Bill TextStatus: Subcommittee work session 1/26/16. Scheduled for Executive Session on 2/2/16, continued on 2/3/16. Cmte report adopted 2/11/16 on House Floor - amendment makes this bill only apply to electric vehicles since other alternative fuels already pay the road tax. HB-1142
Replaces LSR 2266. Relates to road toll or gas tax for alternative fuel vehicles. Requires that dealers of alternative fuels including CNG, LNG, and propane collect a road toll or motor fuels tax on alternative fuels. The tax shall be administered on a motor fuel equivalent gallon that is defined as the volume of alternative fuel that it takes to equal the energy content in a gallon of gasoline.
